Council Tax Discount

Councils across Wales are no longer charging care leavers council tax up to the age of 25. You are classed as a care leaver as long as you were in care for 13 or more weeks in total after your 14th birthday and you were in care at any time on or after your 16th birthday. Select your local authority from the list below to find out how to apply.

Children’s Services should make the request for you but you can apply yourself by writing directly to the council tax team. You will either need to provide supporting evidence from Children’s Services that you are eligible for the discount, or you can write to give your consent for the council tax team to get the evidence from Children’s Services themselves. Email CouncilTax@bridgend.gov.uk to request a form.

If you were looked after by a different local authority and now live in Bridgend then you will need to provide evidence of your previous care status.

If you were living in Caerphilly CBC at the point at which you left care, then the local authority should receive a list from Social Services and you shouldn’t need to apply in writing.

If you were looked after by another local authority then you should call Caerphilly CBC on 01443 863002 with the details of the local authority so that they can contact them to confirm this.


The local authority should receive a list of people who are eligible from Social Services. You can contact them by telephone on 029 2087 2087 or by emailing ctax@cardiff.gov.uk and they can check your name against the list.

If you were looked after by a different local authority and now live in Cardiff then you will need to ask your social worker or Children’s Services team of that council to contact them with your name, date of birth and confirmation that you are eligible.

The local authority should receive a list of eligible people from Social Services and you will be awarded the discount automatically without needing to apply.

If you were looked after by a different local authority and now live in Carmarthenshire you should contact them by emailing Counciltax@carmarthenshire.gov.uk

The local authority will need your social worker to confirm that you are eligible for the exemption. Call 01970 633253 to speak to a council tax adviser who will be able to explain how to do this.


You can apply with the help of your Leaving Care Personal Advisor or you can make an application directly to the council tax department by calling 01492 576607 or emailing ctax.enquiries@conwy.gov.uk. You will need to provide your name, date of birth and address. The council will need to obtain confirmation of your status as a care leaver.

This will need to be posted to the address on the form or can be emailed to local.taxation@flintshire.gov.uk

If you do not automatically receive a discount you can fill in the discount enquiry form on the website here: https://www.gwynedd.llyw.cymru/en/Residents/Council-tax/Discounts-and-exemptions.aspx

This should be granted automatically so you shouldn’t need to apply, but if you have received a council tax bill asking you to pay you should call the council on 01685 725000 or email revenues@merthyr.gov.uk

The council tax department should receive a list from Social Services.

If you have moved to Swansea from another local authority then you will need to contact the council tax department who will advise on what evidence they require. You can call them on 01792 636000.

An application form can be requested by emailing revenues@torfaen.gov.uk or calling the customer services team on 01495 7433129.

Either you or your Leaving Care Personal Advisor should contact the Vale Council Tax department who will be able to send you an application form. The number to call is 01446 709564.

The council tax department should receive a list of all eligible young people from social services. If you have not been awarded the discount automatically, you should email them at counciltax@wrexham.co.uk requesting a discount and providing your name, address and date of birth.
